The project
The region’s Civil Protection authority chose to use OpenStreetMap as its road reference dataset in order to route emergency services at the regional scale. It also relies on emergency access points (around 190,000 points). These datasets are ultimately loaded onto emergency services’ mobile devices, usable online with OpenRouteService and offline via the OSMAnd application (free and open-source software).
In this context, the Information Systems Directorate of the autonomous community was looking for a free and open-source solution to monitor and secure the use of OpenStreetMap data: preventing data entry errors, reviewing and validating road network changes that could significantly impact vehicle routing, and protecting against malicious edits.
The choice fell on Clearance. The project was launched in January 2024.
Our involvement – since January 2024
- Support for the project steering group.
- Adaptation of the Clearance tool to Navarre’s specific needs.
- Support for the installation and configuration of Clearance on a standalone server hosted and managed by the Information Systems Directorate.
- Development of scripts to generate OBF files for OSMAnd from Clearance PBF files, along with documentation.
- Advice on OSMAnd: versions, configuration, and downloading OBF files.
- Advice for the installation and configuration of OpenRouteService.
- Second-level support, and liaison with project communities for higher-level support if required.
Results
- Project operational since June 2025.
- Significant improvements to Clearance to better address the project’s requirements.
